General Sir George White (1835-1912) was the commanding officer of the British garrison at Ladysmith in Natal. The town was besiege by Boer forces from 2 November 1899 until 28 February 1900.
The Latin, honeste parta, meaning, honestly acquired, is the motto from White's personal coat of arms.
